They shot and killed the mayors two dogs in front of him and his mother during a drug raid and this is all they have to say.

But, he said, the investigation has concluded "the guys did what they were supposed to do."

"They had a legitimate court order to be there," he said. "Unfortunately we had to engage the animals, but that engagement was justified."

These were labs people, not vicious killers but labs!  He's the fucking mayor and they couldnt walk up to the door and ask him about the package?  What did they think he was going to do for 30 pounds of weed, start a waco style stand off?  I'm not alone in my belief that this is where all law enforcement activity is headed.
