The unidentified male was caught on film last month urinating on a parking meter in Napier city centre. Police placed a hidden camera after fielding complaints from Napier City Council parking staff tired of finding the unit full of urine.  The man can be seen on video approaching the second-floor parking meter - which cannot be seen from street level - looking around, then undoing his fly before urinating up in the air.  Council regulatory services manager Mike Webster said someone had urinated on the car park unit four or five times in the past year.  The car park, near the Municipal Theatre in Tennyson St, holds more than 100 cars, and most people using the machine would have done so without knowing it had been covered with urine, he said.  Mr Webster said there was probably only one offender. If there were others, they would be male, given the height of the machine. "It's obviously a male without prostate issues."
